

Hugo Holland obtained his undergraduate degree in Criminal Justice from LSU in Baton Rouge while working as a deputy sheriff, his Juris Doctor from LSU Law School in 1988, and has been a prosecutor ever since. He is admitted to practice in both Louisiana and Texas. He spent over 20 years with the Caddo DA, 14 of them as the section chief of the Homicide & Sex Crimes Investigations Division. In the intervening decade he has served as a Special Agent for the Louisiana Department of Justice as well as a Special Assistant District Attorney in the Parishes of Claiborne, Bienville, Lincoln, Union Jackson, DeSoto, Winn, Natchitoches, LaSalle, Rapides, Avoyelles, Calcasieu, East Feliciana, West Feliciana, Pointe Coupee, Terrebonne, Jefferson, and St. John the Baptist. He is generally appointed to handle high profile RICO, white collar, political corruption, sexual assault, and homicide cases. Mr. Holland has served on the Board of Directors for the Louisiana District Attorneys Association and was active at the Louisiana Legislature and the United States Congress, having authored Louisiana’s Statutes on the Atkins decision, Protection of Victim’s Rights Act, Post-Conviction DNA Testing, and numerous statutes making it easier to prosecute sex offenders. He is co-author and Chief Editor of the Louisiana Law Enforcement Handbook, used by police throughout Louisiana, and the Louisiana Capital Bench Book, used by Louisiana judges in death penalty trials.
He is a regular presenter at many police academies in Louisiana concerning law enforcement topics. He teaches advanced investigative techniques, advanced trial techniques, and media relations for the National College of District Attorneys and for prosecutor groups in Texas, West Virginia, North Carolina, California, New York, Virginia, Tennessee, Vermont, Alabama, Tennessee and Florida. He is also a presenter for the Louisiana Judicial College, the training arm for the Louisiana Judge’s Association. Mr. Holland also instructs in basic and advanced interview and interrogation techniques internationally for the Association of Certified Fraud Examiners from whom he holds a certification while also teaching their rigorous week-long certification review course.
He has handled several high-profile murder cases in Louisiana, some of which were featured on CBS 48 Hours and Dateline NBC. He also successfully prosecuted the oldest serial killer case in US History, State v. William Felix Vail.
Mr. Holland served on the Caddo-Bossier Sexual Assault Response Team, the Louisiana Attorney General’s Internet Crimes Against Children Task Force, the Louisiana Child Death Review Panel, the Volunteers of America Human Rights Committee, the Volunteers for Youth Justice, and was a special consultant for the White Collar Crimes Task Force of Northwest Louisiana.
In 2021 he semi-retired, maintaining only his work in Webster Parish and consulting work for the Rapides Sheriff. In his spare time, Mr. Holland is an active Reserve Police Officer for a local department, having served in that capacity for nearly 25 years. He is an active licensed pilot, having built one of his two airplanes, and is a Major in the United States Air Force Auxiliary, Civil Air Patrol.
His greatest accomplishment is marrying his wife, Heather, and fathering his two sons, Wyatt and Elliott, ages 8 and 6.
